It is known that when you delete your first character, even before completing the story for the first time, you retain all collected items, all mission progression and all PQ ratings - upon starting a new character.
However I could not find mention of whether Skills count as Items and are therefore saved aswell, nor was it mentioned whether or not one retains all unlocked original characters and their loadouts.
Can anyone confirm these two factors for me?
